Thoughts European Beppe Grillo
Moris Gasparri
The title of our section on limesonline - There is Europe? - Is evocative and draws a continuous food for thought. This time we try to use it to return to a theme already mentioned on several occasions, namely the role of "inspire" the public debate on the fate of Europe. Away with the brutal question: is there beyond the Europe of the views of Mario Monti, the Giuliano Amato, of Giulio Tremonti, of Tommaso Padoa Schioppa and Emma Bonino, just to mention some of the commentators and most trusted of European events in our country?
Of course, the opinions and expertise of experts - especially those who lived inside the Community institutions - are important, essential. Rossana Deplano in our document The global challenge of Europe (pp. 27-31) has shown, however, are very effective in the boundaries and the dangers of confinement in the special of European issues, and the names mentioned as we used to compare public are included in this category. With that voice speaks the Europe of those who have never set foot in Brussels or Strasbourg, who has never read a directive to those who do not know what are the "institutional triangle" and "ascending phase", the vast majority European citizens? This question is difficult to answer. E 'for this reason that the post yesterday Beppe Grillo has put Europe on her famous blog is worthy of interest, because this time to present his arguments is an "outsider" who in his political discourse often wears and welcomes laundry man in the street (in this case with a fiction, because Grillo has been a frequent visitor to the European Parliament), almost always to the extremes some resentment moods.
Now, there are very few tangencies of us who think that politics is important and institutional accounts (which does not mean being satisfied with its current status in our country and indeed in many respects we are not) and those who like the comic Genovese cries for years to decay in the name of an imaginary return to the people's sovereignty "misused" by his representatives. But many times the outcry against anti-politics is likely to be an opportunistic booster, an exemption from the comparison. Even those who refutes the legitimacy of his actors is in fact part, if for no other reason dialects, "space policy" that observers are called to investigate. Hence, net of prejudice and mistrust, we try to go through the chief criticisms of the European institutions by Grillo, trying to take them seriously, even in their fragmentary confusing. And to obtain some reflection, starting from the positions expressed in our campaign in Europe.
Thoughts European Grillo start with geopolitics, reinventing the vexed question of Europe's borders. "It is opening to the east to Ukraine, Belarus, Israel, Turkey. What is this Europe? Eurasia? Eurafrica? What is becoming? "Shared location, which expresses a deep concern in the European debate. Just think of the disagreement on the entry of Turkey into the EU, opposed by Sarkozy on the grounds that Turkey is peremptory Asia, not Europe. Or, as we showed in our last paper, the discussion arose around the theme EuRussia which could find a point of collapse at positions "Russophobia" of many of the countries of Central and Eastern Europe, a potential conflict whose resolution is a matter high politics. Geography is a serious issue and a condition for political action. This awareness seems to be missing in the debate among European leaders.
Grillo then attacks Mario Mauro - MEP leader of the delegation of PDL in the running for the presidency of the European Parliament - calling it "nonexistent" and "doormat of the psycho-paedo-nano" Berlusconi. Mario Mauro define these epithets is a false policy of the first magnitude, an act of intellectual dishonesty, beyond the sharing or otherwise of his party affiliation. Because the path is to ignore decades of Mauro within the EP, its authority universally recognized, its presence continues to work on committees and in the classroom. All this in contrast with an "Italian style" and Strasbourg has made us infamous for the levels of absenteeism and turnover among the highest.
Who's in Charge in Europe? Grill the European Parliament "does not count almost anything." Serious error. This viewpoint is correct if "count" is the perception of public opinion about the role of this continental institution. But any careful observer knows the increasing importance of the EP. Not just for the dossier which the Parliament votes in co-decision (and change) on an ever larger number of subjects, as he remembered the other day, Il Sole 24 Ore ". But for even more central political role that Parliament is taking in new institutional European Union, especially as a defender of the "spirit supranational" (we will soon have a test in the appointment of the next President of the Commission). So what Grillo on this point is bad enough and demagoguery.
"The guidelines that we take from the Parliament? Not one that we completed. They are guidelines, we do not respect them and pay the fines. " There's much truth, but not the whole truth. The problem of implementation, which we intervened several times, exists. The Lisbon Treaty increases the deterrence by shortening the mechanisms are unclear, indeed, by which Member States are sanctioned by the European Court of Justice and the Commission. Here the central theme is the empowerment of the country system as a whole. Often breaches are caused by administrative errors in the levels of local government, due to the lack of technical training of civil servants.
The information deficit. Here Grillo expresses a gospel truth, which we can not agree. "We want people who are there and provide information on where they end up all the money, the lira. There must be a manager in Italy. So, we need information, information. Otherwise, Europe is not. Nothing. In these words express the very meaning of our cultural battle on European issues. For example, Chiara Mazzone is caring for the space of an inquiry into policy as the Italian cities in recent years have spent (not spent, or misspent) the funds allocated to regions for which projects and what works. The real problem, rather than control at European level (where there is a dedicated anti-fraud agency for several years - OLAF - commissioned by Romano Prodi during his chairmanship of the Commission) and monitoring in Italy, an issue raised recently also by a lengthy investigation by the Court of Auditors that points the finger at the EU funds embezzlement present in many Italian regions.
